Remarkably, even with federal spending on small businesses reaching $154 billion in 2022, the Defense Industrial Base (DIB) experienced contraction. This dichotomy reveals a crucial issue: Established "advanced" small businesses are hesitating to transition to unrestricted (large) categories and emerging players are struggling to compete against well-established counterparts. This not only points to financial concerns but also a broader lack of progression hindering the evolution of businesses and creative solutions for the Department of Defense. The SUCCESS Coalition is a diverse alliance of industry partners, of all sizes, united by the vision of reinvigorating the federal small business market. Their advocacy for innovative congressional programs in federal contracting is gaining momentum.

Mercedes is the Owner of CMS Corporation, a minority-owned construction company, and a 2014 graduate of the SBA 8(a) program. CMS has Department of Defense active multi-year contracts with $7.6 billion in contract capacity spanning 30 states, Guam, and worldwide contracts. She serves as a Board Member on the SAME Foundation and the Indiana Chamber Boards.

Scott is a U.S. Marine Corps Veteran and Founder of Semper Tek, Inc., an SDVOSB general contracting firm that serves multiple federal clients including the Department of Veterans Affairs, Department of Defense and the General Services Administration. He holds a BS in Construction Management and has more than 30 years of continued experience in the federal contracting industry.
